The House of Representatives yesterday declined to approve N6.1 billion proposed by Nigerian Communications Commission (NCC), for the registration of SIM cards in Nigeria.

This is just as the House yesterday passed the total sum of N4,427,184,596,534 in the amended 2010 Appropriation Bill,  as  the 2010 supplementary budget of N644,752,714,190 .

Considering the 2010 budget proposal of the NCC at yesterday's plenary session, members of the green chamber argued that NCC is a regulator of the communication sector and therefore, should not dabble into SIM card registration, which is part of the responsibility of the network service providers.

Nigeria’s most lucrative television rights, the English Premier League, EPL, changed hands Tuesday in a $100 million high wire business deal that saw up and coming Nigerian broadcaster, HiTv lose out to DSTv, the multi-channel digital satellite television company. The new deal was signed in London. BusinessDay learnt that HiTv which emerged as the highest bidder paid only $40 million of its bid price of $115 million and did not provide guarantee of the balance on the due date.

It is understood that directors of HiTv were working round the clock negotiating funding with bankers when the deadline for payment expired. It was at this point that owners of the EPL right called up DSTv to make good its bid. DSTv promptly wrote a cheque for $100 million and the deal was signed. Analysts were quick to point to the pervading banking liquidity issues as HiTv’s main obstacle rather than the bankability of the EPL project. Some analysts warned that more companies are gradually dropping off the radar because of the persisting liquidity squeeze in the system.

The delay by the National Assembly in amending the 2006 Electoral Act is hindering the plan of the Independent National Electoral Commission (INEC) to release the time-table and guidelines for the 2011 general election.

As at last night, INEC was unable to fix the date for the display of the voters’ register, a key ingredient for the 2011 general election.
The national and state assemblies had amended the 1999 Constitution particularly Sections 132 and 178 to the effect that elections be held between 120 and 150 days to the expiration of the tenure of incumbents.
But the electoral act is to come up with details of the time-frame for the various electoral activities.

Banks are to contribute N1trillion for the operation of the Asset Management Corporation of Nigeria (AMCON).
They will release the money to AMCON in tranches over a 10-year period at a ratio of 0.3 per cent of their balance sheets annually, starting from December.

Each bank’s contribution will be mandatory, given the importance of AMCON to the industry. The funding is expected to be backed by a legislation to be sponsored by the Central Bank of Nigeria (CBN).

Barring any hitches, AMCON is expected to become operational next January. CBN’s Director of Banking Supervision Mr. Sam Oni told reporters yesterday in Abuja after the Bankers’ Committee meeting that AMCON could begin operation before its proposed take-off date.
